Why are so many CBD shops opening in France?

The European Commission has just asked France to reconsider its position on CBD in France. The MILDECA, responsible for drafting the legislation, has not produced a satisfactory report, according to the European Commission.
Initially, MILDECA wanted to ban the consumption of CBD flowers and leaves, arguing that they were dangerous to health. Without taking into account that many European countries have gone against this desire by legalizing CBD and opening up facilities to the entire industry. Having presented the project last June, the Commission has just issued its report and found inconsistencies with MILDECA's decisions, which is why the European Commission is asking MILDECA to review its report. It is therefore now highly unlikely, if not impossible, that under President E. Macron's five-year term (and certainly that of the future president), the industry will again be bothered by the ban on CBD flowers. This posed a real problem, since around 30% of total CBD sales are accounted for by flowers and small buds CBD.
In addition, several countries are legalizing both therapeutic and recreational cannabis. Admittedly, it's not France, but European countries, however close-knit they may be, are influencing each other on economic and legal decisions in order to move forward together. The therapeutic and recreational cannabis sector is not so far from us. If we take the USA or Canada as examples, European countries such as Germany and Luxembourg are currently in the starting-blocks for these decisions. This is reassuring for the CBD shop industry in France, as cannabidiol is a non-addictive cannabinoid, unlike recreational cannabis, which contains THC and has psychotropic effects.

The market established itself without the formal approval of French legislation. In fact, it relied solely on European laws to be able to market CBD.
